2. Do this even though questions may still be open. Add an `## Unresolved` section to the draft prose listing every unresolved question or decision — each with the context needed to resolve it later: what is uncertain, the options considered, and whether the codebase or the user decides. Do not stop to ask the user in this turn; record the question instead. A draft carrying an `## Unresolved` section is a checkpoint, never a review candidate — do not request review on it.
3. If the current draft already captures everything, including every unresolved item, say so and stop — perk will then skip compaction.

When the run settles with the draft written, perk compacts the session automatically and resumes you on the draft.
