Both `data.gov.sk` and `data.slovensko.sk` do answer every path with the same 524-byte application shell, identical by sha256, and neither was the route: `rpi.gov.sk`, the publisher's own register, holds the record.\n\nThe Faroe Islands joined this list on 2026-10-01, and the reason is worth separating from the others: the data is fully readable and the grant is missing. Umhvørvisstovan serves Adressuskrá as an ArcGIS MapServer whose service document stamps `copyrightText` `©Umhvørvisstovan`, and 26,471 address points, 30,451 address units and 2,180 street centerlines were read from it without a key. **A copyright notice asserts authorship and grants nothing**, so it cannot be elected terms. The agency's `skilmalar`, `opin-gogn` and `privatlivspolitikkur` paths each answer HTTP 404 behind the same 82,183-byte page, its WordPress search API answers 0 pages for `skilmálar` and for `opin gögn`, and the two pages it does return for `brúksrættur` are the front page and the land-registration page, where the term carries its property-law sense. The Address Act the register page cites, `logir.fo/Logtingslog/17-fra-06-03-2002-um-adressur`, serves a navigation index of the whole statute book rather than the act's text. A statutory duty to maintain a register is a different thing from a license to reuse it in any case. The route to a decision here is the agency itself, at the `adressur@us.fo` address its own page publishes for address submissions, which no one has written to.\n\nHong Kong joined this list on 2026-10-01, and it is the first entry held back by what a grant leaves out rather than by an absence of one. DATA.GOV.HK's Terms of Use, `https://data.gov.hk/en/terms-and-conditions`, 39,948 bytes, sha256 `c901a8f56c42a4cb`, state: `You are allowed to browse, download, distribute, reproduce, hyperlink to, and print the Data for both commercial and non-commercial purposes on a free-of-charge basis`, against attribution, an acknowledgement of the Government's intellectual property and an indemnity. That is a generous grant and **it enumerates its rights**. The words `adapt`, `modify`, `derivative`, `alter` and `translate` appear nowhere in the document's 9,289 characters of prose, and neither does any prohibition: `shall not` occurs six times and every occurrence is a liability disclaimer. **Two of this register's four `INGEST_OPERATIONS` need adaptation.** Normalising an address into components is a derived work, and training a model on it is another, so `transform` and `train` rest on a permission the terms neither give nor refuse. An enumerated grant that omits an operation is not the same fact as silence about the whole question, and it is not a reservation of rights either, so this stays unchecked with the gap named. The route to a decision is the Digital Policy Office, which publishes `enquiry@1835500.gov.hk`, and the question to ask is narrow: whether reproduction as granted extends to a derived work. Hong Kong's address data is worth that question. `https://www.als.gov.hk/lookup` returns structured premises addresses in English and Chinese together, carrying `EngStreet`, `BuildingNoFrom`, `EngEstate` and `DcDistrict` beside `ChiStreet` and `ChiDistrict`, and `https://portal.csdi.gov.hk/csdi-webpage/` lists `Address` as one of its framework spatial data themes with OGC WFS, WMS, ArcGIS REST and a dataset API, which is the bulk route a later pass should measure.",
