# Setup Labels

Configure labels for $ARGUMENTS or the selected project repository.

1. Resolve the repository from user instructions or `gh repo view`. Use normal
   authenticated GitHub tooling without reading credentials. Confirm only genuinely
   ambiguous repository scope.
2. Read the project's label vocabulary when present. Otherwise propose a small
   relevant set and ask which labels are wanted. Do not require a Prism-specific
   issue map, GitHub field schema or vocabulary file in every consumer.
3. List existing labels, including pagination when needed. Compare names, colors
   and descriptions; preserve unrelated labels and project customizations.
4. Create/update the selected labels with `gh label create` or `gh label edit`.
   The user's request or setup selection authorizes the clear changes; do not
   ask again per label. Use safe arguments/body files for external text.
5. Verify results and report created, updated, unchanged or failed items. Retry
   only actual failures after inspecting state. Never delete labels implicitly.

Type/progress fields are separate from labels. Do not modify them unless requested.
