By default, the locator on legislation items is ignored, and the
section variable on the main item (with embedded locator[s], as in
this example) is used instead. In calling applications, this requires
individual legislative provisions (and sub-provisions) to be handled
(or at least delivered) atomically, but the processor will adjust
position logic in accordance with this assumption, as shown.

This is appropriate because meaningful notes and other
research-related metadata on legislation targets individual elements
of the content, with very few exceptions.

If the toggle this.development_extensions.atomic_statutes is set to
false, the locator will be used in the normal way.

Hybrid behavior (optional use of the locator if present) would add
complexity to the position logic (which is already plenty complicated
as it stands), with additional cause for confusion in the organization
of resources on the side of the calling application. So it's a choice
of one style or the other, and the default behavior is strongly
recommended.
