create a new object

## Type Parameters

## Parameters

## Returns

`R`

a new object

## Example

```ts
import { create } from '@kazupon/jts-utils'

const obj1 = create() // {}
const proto = { a: 1 }
const obj2 = create(proto) // inherits prototype
```
