Minimum: `id`, `language`, `rule`. Compose with `all`/`any`/`not`; relate with `inside`/`has`/`precedes`/`follows`; constrain captures via `constraints`. Add `fix` only after exact search. One purpose/rule; test positive/negative fixtures with `sg test`.
