Rules:

- `experiment` must be non-empty and must respect the mission's constraints and deliverables.
- `phase` is `baseline` until the first kept, unflagged run establishes the baseline; then `iterate`.
- `expected_direction` must match the mission's primary metric direction (lower/higher is better) when one is recorded; use `unknown` only when the metric is not yet defined.
- `decision_rule` must state the keep threshold and the discard/crash/checks_failed handling for this run.
- `flag_runs` must name runs that look reward-hacked, invalid, or unjustified; flagged runs are excluded from baseline and best-metric math.
