# E-028 — The local contract blocked the rotation it needed

- Status: lifecycle defect fixed.

A planning round declared only documentation; before editing code, the agent correctly rotated to a round with `src/**`. However, `next-round` rejected the tree because `oguard init` had created `oguard.contract.json` as an untracked file. The mechanism meant to allow correcting intent was blocking the correction.

`next-round` now exclusively ignores `?? oguard.contract.json` during its cleanliness check and archives its content as the previous round. A versioned or modified contract remains a material change and continues to block. It requires no changes to the user repository's `.gitignore`.
