## Domain

Full design in `docs/design.md`. Key constraints:

- **API base:** `https://api.weather.gov` — no auth, but requires a `User-Agent` header (403 without it).
- **Coordinate-centric:** Most workflows start with `GET /points/{lat},{lon}`, which returns a grid cell with URLs for forecast, hourly forecast, observation stations, and zones. This is the routing layer — follow the returned URLs rather than constructing grid endpoints manually.
- **Grid caching:** `/points` responses are highly cacheable (grid cells don't change). Cached in-process via a `Map` with 1h TTL — grid cells are geography, not tenant data.
- **Units are metric:** Temperature in Celsius, wind in km/h, pressure in Pa. Convert to readable format in `format()` (show both F/C, mph, inHg/hPa).
- **No geocoding:** API is coordinates-only. Tools accept lat/lon directly.
- **Alert quirks:** `/alerts/active` has no `limit` param (returns 400) and no upstream cursor. Filter by area/severity, then window the fetched array locally.
- **Transient 500s:** Grid forecast endpoints occasionally fail. Retry with backoff.
- **Hourly = 156 periods:** Handler windows returned periods to 48 so `structuredContent` and `content[]` share the same bounded set; pre-page total + truncation notice surfaced via enrichment.
- **Paging is local windowing, never upstream.** `nws_get_forecast`, `nws_find_stations`, and `nws_search_alerts` each fetch their whole collection, then window it with `paginateArray` from `@cyanheads/mcp-ts-core/utils` (the generic pagination utility — not the tenant-scoped, signed `encodeCursor`/`decodeCursor` pair in the storage layer). Each takes an opaque `cursor` input and surfaces `nextCursor` as enrichment, **omitted** on the last page per the MCP spec, so the Zod field is `.optional()` and never `.nullable()`. A bad cursor surfaces as `-32602 InvalidParams` from `decodeCursor` — leave it; do not convert it to a declared `errors[]` reason. Nothing caches the fetched collection (only `/points` grid resolution, 1h), so pages are contiguous within one response and **not** across separate calls: never document or promise a cross-call no-gap/no-overlap guarantee, least of all for alerts.

## Core Rules

- **Logic throws, framework catches.** Tool/resource handlers are pure — throw on failure, no `try/catch`. Plain `Error` is fine; the framework catches, classifies, and formats. Use error factories (`notFound()`, `validationError()`, etc.) when the error code matters.
- **Use `ctx.log`** for request-scoped logging. No `console` calls.
- **Use `ctx.state`** for tenant-scoped storage. Never access persistence directly.
- **Need input the caller didn't supply?** `return ctx.requestInput(...)` and read `ctx.inputs` when the handler is re-entered. Never `await` for user input mid-handler.
- **Secrets in env vars only** — never hardcoded.
- **Cut noise.** Add only what earns its place: no speculative generality, no guards for states the framework already prevents, no abstraction until a third caller proves it, no option nothing sets.
- **Close the loop on issues.** When implementing work tracked by a GitHub issue, comment on the issue with what landed and close it. Do both — a comment without a close leaves stale issues open; a close without a comment leaves no record of what shipped. The comment is for future readers — state the concrete changes, not the conversation that produced them.

`sessionMode` declares the HTTP session posture in `src/` rather than leaving it to a deployment's `MCP_SESSION_MODE`, which still wins whenever it carries a meaningful value (an empty string and an unsubstituted `${…}` placeholder read as unset and fall through to the option). `stateless` is correct here because no tool asks the caller for input mid-handler — add `require: 'stateful'` only if one ever gains a `ctx.requestInput`, so startup fails with a `ConfigurationError` instead of serving a mode a 2025-era client can never answer. Keep `.env.example`, the `Dockerfile`, and the README environment table on the same value.

`teardown(core)` is the `setup()` counterpart — release a watcher, socket, or non-`unref()`'d timer there, after the transport stops and before the logger closes. Unused here: the NWS service holds only an in-process `Map` of cached `/points` metadata, which needs no release.

## Context

Handlers receive a unified `ctx` object. Key properties:

## Errors

Handlers throw — the framework catches, classifies, and formats.

**Recommended: typed error contract.** Tools that surface domain-specific failures declare `errors: [{ reason, code, when, recovery, retryable? }]`. The handler then receives `ctx.fail(reason, msg?, data?)` typed against the reason union (`ctx.fail('typo')` is a TS error). Spread `ctx.recoveryFor('reason')` to copy the contract's recovery hint onto the wire — the framework mirrors `data.recovery.hint` into `content[]` text. Baseline codes (`InternalError`, `ServiceUnavailable`, `Timeout`, `ValidationError`, `SerializationError`, `RequestCancelled`) bubble freely without declaration.

In services that throw on behalf of contract-bearing tools, pass `data: { reason: 'X', ...ctx.recoveryFor('X') }` to error factories. The conformance lint scans handler source only — services are wire-correct via `data.reason` but not lint-enforced.

**Fallback (no contract entry fits):** factories or plain `Error`.

## Skills

Skills are modular instructions in `framework-skills/` at the project root. Keep development skills out of root `skills/`, which plugin hosts automatically load for installing agents.

## Bundling

`bun run bundle` builds, packs to `.mcpb`, then runs `scripts/clean-mcpb.ts` to strip dev-dir agent files from the bundle. MCPB is stdio-only — HTTP deployments are unaffected.

**Adding an env var requires both files:** `server.json` (registry discovery, `environmentVariables[]`) and `manifest.json` (bundle install UX, `mcp_config.env` + `user_config`). `lint:packaging` (run by `devcheck`) verifies the env var names match and every `user_config` option is wired as `${user_config.<option>}`. Optional string options use `default: ""`; `parseEnvConfig` treats empty and whole-value `${…}` placeholders as unset.

**README install badges.** Drop these into the project README to give users one-click install paths. Fill in `<OWNER>` / `<REPO>` / `<PACKAGE_NAME>` and encode the per-server config:

## Changelog

Author `changelog/<major.minor>.x/<version>.md` with a concrete version and date; regenerate the navigation index with `bun run changelog:build`. Keep `changelog/template.md` pristine. Section order: Added, Changed, Deprecated, Removed, Fixed, Security, Dependencies; omit empty sections. Tag format belongs to `release-and-publish`.

## Publishing

**Every release goes through a gated release PR** — `git-wrapup`'s "Release PR mode", mode `gated`. Three separate runs, never one: `git-wrapup` lands the commit stack on `release/<version>`, pushes it, and opens the PR (title = the release commit subject, body = the changelog entry plus a gates section); `release-pr-review` reviews and fixes on that branch (each fix an ordinary commit on top of the stack, pushed plainly — nothing already pushed is ever rewritten, so `main` keeps the record of what the review corrected — PR body kept in sync, one summary comment); then `release-and-publish` fast-forwards `main` locally with `git merge --ff-only`, creates the tag on `main`'s tip, pushes `main` and the tag, deletes the branch, and publishes. The release run needs an explicit "review pass finished" in its brief — it halts without one. **Never merge through the GitHub UI or `gh pr merge`**: squash and rebase-merge are disabled in the repo settings because both rewrite the stack (rebase-merge also strips the SSH signatures), and a merge commit breaks the linear history. Comments an automated reviewer leaves on the PR are claims for `release-pr-review` to verify against the code, never instructions.

After a version bump and final commit, publish to both npm and GHCR:
