- Breaking changes always human review.

- Max sub-agent spawns per run: 2 (scanner + drafter).
- Prefer running after merges settle (evening).

## Output Convention
- Draft: `RELEASE_NOTES_DRAFT.md` at repo root.
- State: `changelog-drafter-state.md`.
