Use this template when dispatching a plan document reviewer after the complete plan is written.

## Success Criteria

Approve only when all of the following hold:

- Every requirement maps to a task or an explicit out-of-scope note
- Tasks have clear boundaries, exact files, actionable steps, and concrete validation
- Named files, APIs, systems, types, and commands are present in the plan or already exist
- Failure behavior, privacy/security, rollout, and open questions are present when they apply
- An engineer could execute the plan without inventing missing decisions

## Calibration

Flag only issues that would cause real implementation problems: wrong scope, contradictions, missing requirements, or steps too vague to act on.
Do not block on wording preferences or nice-to-have polish.
