Builds topical clusters from keyword research.

## Activation

## Workflow
1. Take keyword list
2. Run SERP analysis for each (top 10 results)
3. Group by URL overlap (same SERP = same intent)
4. Identify pillar + supporting clusters
5. Map to content plan
