## Scope

This review checks the four archived host outputs against the writing scorecard criteria. It verifies pilot evidence quality only; it does not claim customer-ready document quality or replace human tender / scheme review.

## Findings

- All four outputs preserve source lists, missing-evidence language, reuse levels, draft sections, human review lists, and the correct downstream gate skill.
- WorkBuddy tender output leaves self-check items as unchecked boxes even though the surrounding text satisfies the criteria. This is acceptable for raw host evidence, but a later prompt polish pass should prefer explicit pass / fail wording.
- WorkBuddy scheme output introduces generic hazard placeholders. It keeps them as `待补` / `需核验` rather than confirmed facts, so it stays within the boundary-safety criterion.
- None of the outputs claim bid success, final tender decisions, scheme approval, calculation correctness, expert approval, or site safety completion.

## Decision

The archived Codex and WorkBuddy outputs pass the v1.4.0 writing host scorecard for pilot-readiness evidence. Formal v1.4.0 release still requires the normal version bump, release metadata sync, full validation run, tag, push, and GitHub Release creation.
