      "content": "2. Alteration of status and title of City of Umtali The status of Mutare shall be and is hereby altered from that of a Municipality to that of a City and its name or designation from that of the Municipality of Umtali to that of the City of Mutare."

References to include references to City Council of Umtali Wherever in any enactment or in any deed, memorandum, agreement or other document, reference is made to— (a) the Town of Umtali, the Municipality of Umtali or the City of Umtali, such reference shall, where appropriate, be deemed to be a reference to the City of Mutare; (b) the Town Council of Umtali, the Municipal Council of Umtali or the City Council of Umtali, such reference shall, where appropriate, be deemed to be a reference to the City Council of Mutare."
