# Independent review: oversized develop delivery recovery

Verdict: approved.

Earlier review rounds found and resolved four material boundary gaps: instruction bootstrap could have inherited a developer redispatch, generic `limit_exceeded` results could have been mistaken for review-material failures, legacy attempt-2 evidence was not uniquely attributable to the current effect, and paths containing parentheses did not match the historical diagnostic. A later review also found a personal absolute path in the incident note that failed the public-safety gate; the note now uses a relative evidence path.

The final independent reviewer found no actionable regressions in the staged, unstaged, or untracked changes. It inspected the live transition, journal replay projection, retry budget, instruction-bootstrap boundary, documentation and project lesson. Verification reviewed: focused suite 62/62, `./scripts/cm-check-runtime.sh`, `python3 scripts/validate-public-repo.py`, `python3 scripts/scan-public-safety.py`, and `git diff --check`, all passing.

Residual risk: old attempt-2 `unknown/limit_exceeded` checkpoints remain conservative because their stored checks cannot be proven to belong to the current effect. They keep the existing reconcile path rather than gaining a replay migration.
