Package-level stems for the design system. They specialise framework stems
(especially **hypermedia-ssr**) for Hyperparts.

## Relation to `docs/decisions/`

Decisions are **expressions** (dated, statused). Stems are the **compressed claim**.
If they diverge, fix the expression; do not grow a second conflicting doctrine.
